I updated my question to EA about the possible delay and it's status was Updated by Customer. They've changed the status to Unresolved, with no reply. I think there is a good chance this will be delayed, but to be honest. I'm hoping it is. Everyone is enjoying the time we are all speculating, and also it will give me time to work on The Sims 2, before I make the transition. Something Strange! But more than with bugs or without bugs, I think EA must put the Neighbourhood creator and all the other tools that they want to create in the base game.
