I've heard any custom shirts that get uploaded to the exchange are immediately taken down by EA so I'd imagine any Sim using a custom shirt would have a very short life expectancy if it was packaged with the Sim. But if they didn't have the texture installed they revert back to the default shirts or at least that's what's happened any time I've deleted my shirts from the game to do fine tuning.
